FEB 7-11TH NPFMC Meeting

JUNE MEETING HIGHLIGHTS: Meeting was held in Kodiak Alaska.

    • BS/AI P-COD FIXED GEAR SPLIT. The NPFMC Meeting is reviewing an analysis that looks at what happens when fixed gear P-Cod is apportioned between the freezer fleet, pot boats and hook and line catcher boats (iced). Catch histories would be looked at by years Option 1- 1996/1997, Option 2-1997/1998, Option 3-1996/1997/1998, Option 4-1995/1996/1997/1998. Another option in the analysis is a set aside for catcher boats under 60’ over all. Those options are: Option 1-2% of the P-Cod TAC, Option 2-2% of Fixed gear P-Cod quota. Final action will take place at the October NPFMC Meeting being held the week of October 11th in Seattle at the Sea Tac Double Tree Hotel.
    • DEMERSAL SHELF ROCKFISH. In February the NPFMC took action to make full 100% retention of DSR species mandatory by fixed gear in the Gulf of Alaska. NOAA General Counsel has told the Council that a legal problem exists that would prohibit Council action. The problem had to do with making the State of Alaska the recipient of the abandon DSR fisheries. NPFMC re-considered the following options for fishermen disposing of DRS species; Option 1 Voluntarily surrender to the State of Alaska amounts of DSR that are in excess of the amount that may be sold. Option 2-retain amounts of DSR that are in excess of the amount that may be sold for personal use or Option 3-donate amounts of DSR that are in excess of the amount that may be sold to a state-recognized charity that provides meals for the homeless, the needy, the sick or infirm, or the elderly.

PFMC SEASON UPDATE

SABLEFISH FISHERY WEST COAST:

West Coast sablefish fishery closed on August 25th after a nine-day opening. The quota was not taken. A further opening is expected later in the fall. Local packers reportedly offered dressed sablefish from the fishery at $3.50/lb. for 3-4 lb. fish and just over $3.20/lb. For 2-3 lb. Product, all C & F Japan.

Tentative List of Major Action Items for November 1-5 1999 meeting in Sacramento California:

    • Final revisions to Pacific halibut catch sharing plan and regulations for Area 2A in 2000.
    • Preliminary action on a groundfish observer program.
    • Final groundfish harvest levels and management measures for 2000.
    • Changes to salmon estimation methodologies, including estimates of hook-and release mortality for recreational ocean fisheries.
    • Final rebuilding plans for lingcod, bocaccio, and Pacific ocean perch.
    • Harvest guideline for Pacific mackerel.

IN MEMORIAM

Richard Kobbevik, Life Member, passed away on January 4, 2000.  Joined the Union in 1946 and retired in 1977.  Funeral services were held on January 10th.
